Several users say that you can completely do without the Proactiv Revitalizing Toner step. I haven't tried it out yet to see if it actually makes a difference (I still have a lot of toner left).
I've read a few reviews (they are included at the bottom of this post for your convenience) that say that you don't have to use Proactiv Toner to get rid of your acne. If this is in fact true for you then you'll save a little bit of money.
Me personally I think it's entirely dependent on your skin type. I personally like to use the toner because of the effects it gives me so I probably won't be dropping it any time soon.
My acne problem was mild yet extremely persistent all through high school and junior college. No major breakouts, just one or two stubborn and painful zits that came and went every week or so, usually on my forehead but sometimes on or around my nose. Then I finished up at my local junior college, went of to study at Oregon State and got introduced to Proactive Solution and its Revitalizing Toner.
You see, I had always assumed that my problem with occasional pesky zits on my forehead was just something that I was going to have to live with. They came and went and besides I had always just assumed that most acne treatments were far less effective then they were advertised to be, or worse yet, created their own problems on skin. It was my room mate who finally convinced me to try his proactiv Solution with his own genuine before and after pics. Before proactive and after.
That was over ten years ago and I'm now in my mid thirties so I'm no longer bothered by recurring zits. I let the Proactiv three course treatment go about three years ago but I still use Proactiv Revitalizing Toner. I use it after I scrub my face in the shower and then when I shave I use it on my face as an after shave. It feels great and leaves my skin feeling and looking fresh and revived.

What Do Other Users Say About Proactiv Revitalizing Toner?
"I have been using proactiv for 10 years. Nowadays I use the cleanser twice a day and follow with the treatment from [...](also contains benzoyl peroxide, like the proactiv lotion). My sister also uses proactiv, and we decided together that the toner really doesn't make much of a difference. The cleanser works great, but I haven't used the toner in years, and I can't imagine that it really matters. So I agree with those who say you can use the system but eliminate the toner step. (I have been to salons that say that toners aren't necessary at all, the one cosmetologist told me that toners are useful for minimizing pores.)"

"I have used Proactiv kits for several years -- standard kit of wash, toner, lotion and oil free moisture. No matter how many times I try, I can add or remove this component of the system and it doesn't seem to make much of a difference for me. If you are a regular user of Procativ with good results, you might try eliminating this step to save some money and see if it works for you-- it works for me, less cost, and one less step."
